Take a huge group of people with hearings scheduled in late 2026, 2027, or 2028. Send them a physical letter rescheduling all of their cases to next week. Those who inevitably miss court get ordered deported.
This is not an accident. It's a deliberate mechanism: reset every deadline to an impossible date, then penalize people for missing it. The cruelty is structural—the system itself becomes the instrument of harm.

People don't always get the letters, don't always understand the deadlines, don't always have the resources to respond. Once you miss court, the order is final.
This is what constitutive practice looks like in the negative: scrutiny as a form of care. Naming the pattern is the first step toward stopping it.
